雅克·羅格（Jacques Rogge）比利時人，出生于1942年5月2日，曾是一位水上運動員羅格年輕時就表現出極高的體育天賦，曾是比利時橄欖球隊的一員，又曾奪得帆船項目的一次世界冠軍、兩次世界亞軍，參加過1968年、1972年和1976年三屆奧運會。
